Irvington, NY (Law Firm Newswire) October 24, 2016 – Barger & Gaines is pleased to announce the addition of Attorney Giulia Frasca to its Irvington office.

Ms. Frasca is an attorney who focuses her practice on special education, education law and disciplinary matters, special needs planning, Child Protective Service and Association for Children’s Services matters, OPWDD appeals, involuntary commitment and assisted outpatient treatment matters and elder law in New York and Connecticut. Ms. Frasca has worked primarily in special education, education law and special needs planning and has extensive experience in these areas. Barger & Gaines is a law firm representing families in New York, New Jersey and Connecticut in special education law and advocacy, estate planning, guardianship, and general education matters.

Ms. Frasca received her B.A. from Fordham University and her J.D. from CUNY School of Law at Queens College. After graduating from law school, Ms. Frasca attended Pace Law School where she obtained an LL.M. in environmental law and a certificate in Real Estate and Land Use. She is admitted to practice in New York, New Jersey and Connecticut. She is admitted to the U.S. District Courts for the Southern and Eastern Districts of New York, the Second Circuit Court of Appeals and the Supreme Court of the United States.

Ms. Frasca has been practicing for almost 10 years. She has advocated for children with special needs who were denied a free and appropriate public education by their school districts and has assisted families with all other aspects of special needs planning such as obtaining guardianships, powers of attorney, health care proxies, appropriate IEPs and/or reimbursement for an appropriate private placement.

Ms. Frasca has been successful in litigating against school districts for reimbursement for tuition, compensatory services and appropriate programs for students with special needs when the school districts failed to provide one. She has litigated such matters from the administrative level to the Second Circuit Court of Appeals utilizing both aggressive litigation strategy and effective collaboration with parents and school districts.

Ms. Frasca has also represented children with special needs in disciplinary and bullying matters, in special needs planning and in matters against the Association for Children’s Services in NYC and Child Protective Services in Westchester. Ms. Frasca believes that every student with special needs is capable of learning and making progress when provided with an appropriate, individualized program.

Ms. Frasca has also had experience representing parties in personal injury, civil rights, probate, employment matters, defending persons against involuntary commitment and advising clients on how to help persons with mental illness.

Ms. Frasca is the mother of two young children. In her spare time, she enjoys spending time with her children and family and serving as a member of the St. Clare of Assisi Home School Association in the Bronx.
